The newly passed highway transportation bill doesn’t fix all the problems with America’s infrastructure (like fully funding the Highway Trust Fund). However, the bill measures up positively with public-private partnerships. The bill through a provision known as the Interstate System Reconstruction & Rehabilitation Pilot Program, will allow for more states to develop pilot programs that let them tolling on existing interstate highways. As it currently stands, tolling can only be implemented on the construction of new roads.
