A.: Where concrete is repeatedly wet by urine, frequent washing of the concrete has been advocated, but because the urine tends to penetrate the concrete this doesn't seem to be a satisfactory solution, even if strong detergent, oxidizing agents or deodorants are used.
Probably the best solution is to coat the concrete with an epoxy. This seals the concrete with a coating that is not attacked by urine. This surface is easy to wash after wetting by urine. An epoxy manufacturer could make a recommendation about which of his epoxy coatings would be most suitable.
