Finally! As the U.S. enters its sixth year of economic recovery, public works departments are beginning to hit smoother pavement. However, like our aging and abused infrastructure, the public sector’s road to recovery is filled with potholes.

Property, sales, and income tax collections are slowly increasing, but the economic downturn was so deep that full recovery is still looming just out of reach. There are rough patches ahead as diminished resources force you to find new ways to finance projects.
