The Alliance Regional Water Authority (Alliance Water) has selected Lockwood, Andrews & Newnam, Inc. (LAN) as a pipeline engineering consultant for a major water project that will serve several communities in the I-35 corridor.

Since 2007, Alliance Water, formerly the Hays Caldwell Public Utility Agency (HCPUA), has been working in partnership with cities Buda, Kyle and San Marcos as well as and the Canyon Regional Water Authority, on a long-term water project to meet future growth in the Central and South Texas area. The project, which will pump water from the Carrizo-Wilcox Aquifer in Caldwell County, will deliver approximately 13.5 million gallons of water (MGD) per day, or 15,000-acre-feet of water per year.

The project, known as the Phase 1B Program, includes the design and construction of a new 15,000 acre-feet per year pump station, 7.5 MGD treatment plant, well field, raw water lines, 95 miles of treated water pipelines ranging in diameter from 24-42 inches, an operations/maintenance facility, as well as connection points to all the stakeholders.

As prime consultant, LAN will provide preliminary engineering, design and permitting and bid and construction phase services for 18 miles of treated water pipeline.

“With the I-35 corridor growing so rapidly, this is a critical project for Alliance Water and Central Texas,” said Travis M. Michel, P.E., LAN’s infrastructure manager. “The project will provide additional capacity to Alliance Water’s members and address their water needs for the next 50 years.”

The $213.4 million project, funded by the Texas Water Development Board through the State Water Implementation Fund of Texas (SWIFT) is scheduled for completion by 2023. The project partners are also collaborating on a second pipeline that will provide an additional 20,000 acre-feet of water per year in the future.
